STATE ADVOCACY

Great things are happening in New Mexico! The Association is dedicated to highlighting our engagement with legislators, proactive tracking of bills during legislative sessions, and our unwavering dedication to protecting the rights and operational framework of credit unions. Through our advocacy efforts, we ensure that the voices of credit unions are heard loud and clear in the halls of our state legislature, influencing policy decisions and fostering an environment conducive to the growth and prosperity of our members. Stay informed, get involved, and explore how we're championing the cause of credit unions in New Mexico through strategic advocacy and collaboration.

The Credit Union Association of New Mexico monitors legislation with the ability to impact credit unions. Introduced bills for the 2026 Regular Session, the Association's position on behalf of New Mexico credit unions, and a short summary or stated preamble for each of the bills that we are currently tracking include:

2026 STATE BILL TRACKER:

Artificial Intelligence (AI)
The Association supports a legislative framework that promotes the responsible adoption of innovative technologies while avoiding overly burdensome impacts on credit union operations. Several AI-related bills were introduced during the 2026 regular session with varying scopes, generally aiming to establish transparency, accountability, and governance standards for AI systems. These proposals were monitored for potential duplicative regulatory requirements, conflicting standards, or additional compliance burdens beyond the robust federal oversight already applicable to credit unions. No AI-related bills were enacted during the 2026 Legislative Session.

Bills introduced during the 2026 session

• HB26 – ARTIFICIAL INTELLIGENCE TRANSPARENCY ACT
• HB141 – ARTIFICIAL INTELLIGENCE ACCOUNTABILITY ACT
• HB174 – CHATBOT SAFETY ACT
• SB68 – ARTIFICIAL INTELLIGENCE GOVERNMENT USE ACT
Cannabis
The Association supports clear and workable policies that provide regulatory consistency for financial institutions operating in a highly regulated environment. Our approach is to ensure that state-level changes do not create conflicts with federal obligations or increase regulatory uncertainty for financial institutions navigating complex cannabis-related compliance frameworks. No cannabis-related legislation affecting financial institutions was enacted during the 2026 Legislative Session.

Bills introduced during the 2026 session
• SB 129 – ADVERSE EMPLOYMENT ACTION & CANNABIS
Data Privacy Legislation
The Association supports strong consumer data protections and recognizes the importance of maintaining robust safeguards within financial institutions. As these measures advance, we will continue monitoring their development to ensure alignment with existing federal requirements and to avoid duplicative or conflicting compliance standards. It is important that any new framework recognizes the highly regulated nature of credit unions and avoids imposing unnecessary operational burdens that could impact member service. No data privacy legislation affecting credit unions was enacted during the 2026 Legislative Session.
Bills introduced during the 2026 session
• SB 192 – DATA BROKER PRIVACY ACT
• HB 214 – CONSUMER INFORMATION AND DATA PROTECTION ACT
Financial Exploitation
The Association supports legislation that strengthens efforts to combat financial exploitation and protects vulnerable individuals across New Mexico. Financial institutions can play an important role in identifying suspicious financial activity linked to human trafficking operations, and legislation should encourage cooperation between financial institutions and law enforcement. Any state legislation should avoid overly broad requirements, minimize duplicative state reporting, provide immunity for good-faith reporting by institutions and employees, and align with existing federal anti-money laundering laws. Legislation should also avoid imposing additional costs or operational burdens beyond current federal requirements. No human trafficking-related bills impacting financial institutions were enacted during the 2026 Legislative Session.
Bills introduced during the 2026 session
• SB32  – PROSECUTION OF HUMAN TRAFFICKING ACT
